A stall owner in one of city's busiest shopping centers in Huangpu District has been detained for refusing to remove items blocking the fire emergency passages.
Huangpu District fire authorities detected the potential fire danger in the small commodity market of Yuyuan Garden during a check on Monday. District officials said they closed 55 companies and units because of fire hazards since September.
