Former Putuo director faces bribery counts
FORMER Shanghai's Putuo District Director Cai Zhiqiang was arrested yesterday for allegedly accepting bribes.
Cai, 45, took advantage of his position to accept a "huge amount" of bribes from companies and individuals, promising them profits, according to Shanghai No. 2 Prosecutors' Office, which is investigating the case.
Yin Kunneng, former office director of the Putuo District government, was arrested on Tuesday on the same charges, prosecutors said, as investigations widen.
Cai graduated from the International Politics Department of Fudan University with a master's degree.
Before the investigation, he was member of both the Shanghai People's Congress and the Putuo District People's Congress.
Since 1997, he held a number of senior positions, including deputy director and acting director of the office of Shanghai Personnel Bureau, division chief of the human resources department under the bureau, deputy bureau director, deputy director, acting director and director of Putuo District government.
After initial inquiries began, Cai was moved to a less senior post, as an inspector for the Shanghai Administration of Work Safety.
Cai had his membership of the Shanghai People's Congress revoked by its standing committee on December 10.
The Shanghai Commission for Discipline Inspection of the Communist Party of China announced on December 13 that Cai had been transferred to the judicial department amid claims of bribery.
The prosecutors office became involved in evidence collection after the disciplinary watchdog started to investigate Cai and decided to detain him on criminal charges on December 11, prosecutors said.
Former deputy head of the Putuo District government Zhang Keming was sentenced in Shanghai No. 2 Intermediate People's Court in March to 13 years in jail for taking bribes worth 1.87 million yuan (US$273,876).
