ABOUT 2.1 million Shanghai residents in 770,000 homes have signed with community hospitals for general physician services after the city introduced the practice to make it convenient for patients to see doctors and make better use of limited medical resources. To promote the practice, Shanghai asked residents to sign an agreement with their community hospital for general physician services at discount rates.
