LOCAL authorities have tried to eliminate illegal agencies in the funeral service in the past few years, but with little effect. Funeral insiders said it's difficult to crack down on dodgy agencies because they move locations frequently. Once the firms are busted in one district, they just move to another district a few days later.
"The black agencies have contacts with staff in hospitals, and carers will tell them if they find patients in a bad state," said Zhu Simin, director of the Shanghai Funeral Culture Research Institute.
