Heavily-polluting cars to be banned completely from city roads
HEAVILY polluting vehicles, known as “yellow-label” vehicles, will be completely banned from city roads starting from October, Shanghai Transport Commission announced on Tuesday.
By the end of March, Shanghai still has 62,000 such vehicles, mostly logistic trucks. Such vehicles have already been banned from entering the suburban Shanghai Ring Expressway (G1501) since this month.
Meanwhile, cars conditioned for China II emission standard and registered with the transport authority before the year of 2005, will be banned within the Outer Ring Road (S20) starting from next year. Currently, the ban is applied to cars conditioned for China I emission standard.
According to Cai Zhigang, director of Shanghai Environmental Protection Bureau’s Pollution Control Division, cars of China I, II and III emission standard are also considered as heavily polluting cars, though their harm to the environment is slightly less than the yellow-label vehicles.
“The emission from one China II standard car equals to five China IV standard cars, while that from a China I standard equals to 20 China IV standard vehicles,” Cai said.
According to statistics by environment authority, 29.2 percent of Shanghai’s main air pollutant tiny PM2.5 particles come from emissions of cars, boats and airplanes.
Shanghai has around 2.6 million cars, among which 800,000, or one-third, are of or below China III standard. However, they took up about two-thirds in emission of carbon monoxide and nitrogen, according to Cai.
Currently, there are 18,000 China I standard and 225,000 China II standard vehicles in Shanghai, most of which are private cars. The ban from Outer Ring Road will first be applied to about 110,000 China II standard cars registered before 2005, and then expend to the rest later.
Violating drivers will have 3 points deducted from license and fined 200 yuan (US$32.24).
