CITY police detained the driver who drove a cement mixer that flipped and landed on a cab in Pudong on Monday, killing all three inside.
Traffic officers suspected the vehicle was overloaded, which made it harder to control. The death toll from road accidents involving heavy construction vehicles reached 12 since November 17.
