Lack of training for air conditioner installers
MOST workers installing and repairing air conditioners in Shanghai do not receive safety training or get certificates, the city's work-safety authority said yesterday.
There is huge demand for the workers, especially in summer, but there is also a lack of training programs for them, said an official with the Shanghai Administration of Work Safety surnamed Guo.
He made the remarks after a migrant worker died on July 5 after falling from a 14-story building when installing air-conditioning equipment in a Xuhui District community. A security guard said the worker had taken no protective measures while working.
The administration is organizing a training program on safety and skills for the more than 10,000 workers in the city, he told Shanghai Daily.
Due to the huge demand in summer, many installing and repairing companies hire temporary workers off the street to do the job and give them only the simplest training, the local Labor Daily said.
In China, only about 30,000 workers among the 200,000 air-conditioner installers have received safety training, said Zhao Zerui, deputy director of the China National Household Electronic Appliances Service and Maintenance Association.
The law stipulates that workers cannot work without certificates, or the company will be fined by up to 20,000 yuan.
But supervision is inadequate because the country has too few professional workers but faces huge demand for the job, staffers with the association told Shanghai Daily yesterday.
Under the industry's safety guidelines, two workers normally are needed to install air-conditioning equipment. One works outside the window while strapped by the waist to the other worker inside the building.
"Any minor mistakes during the installation would kill us," said a local veteran installer surnamed Wei. He said two of his fellow villagers had fallen to their deaths while installing air conditioners.
