Movers say basic service costs average of 571 yuan

SHANGHAI'S home-moving industry association publicly released the average fare for a move in the city for the first time in an effort to counteract consumer fraud perpetrated by illegal companies.

The average regular fare stands at 571 yuan (US$91.47) for each move per moving truck, a 15.4 percent increase from last year's 494 yuan, according to the Shanghai Transport and Home Moving Trade Association.

The average fare price is based on a basic move of 10 kilometers using a truck with 4.2 meters of space, officials said. It was based on the fares of the city's 22 licensed moving companies in the second half of 2012. Half of the cost goes toward labor, with the increase due in part to higher worker salaries, officials said.

"It's good to help customers to detect the low-price tricks played by illegal companies," said Zhang Liwei, an expert with Shanghai Traffic and Port Administration and deputy director of the association.

Illegal movers often hook customers by offering low fares, perhaps 180 to 280 yuan, then finding excuses to increase the price afterwards, in some cases to more than 2,000 yuan, officials said. Some expats have been cheated, they said. Licensed companies normally charge less than 750 yuan for a basic move, officials said.
