New rule to provide incentives for recycling
A new recycling rule goes into effect in the city on Saturday to boost collection and reuse of used items, including those containing toxins, such as energy-saving light bulbs, batteries and ink boxes, city officials said yesterday.
A citywide waste collection network will be set up and recycling enterprises encouraged to create collection centers in communities, schools, stores, markets and government offices.
Participation will be encouraged with intelligent technologies such as smart cards that record the amount of waste people recycle, which could be used to give them redeemable points in return, and machines for self-service collection.
Officials said they will introduce incentives like offering new lightbulbs and new batteries for people who turn in old ones.
