New rules affect stamped overseas parcels
LOCALS who use their own stamps to send international packages are now required to take their parcels to 12 designated post offices after fake stamps with total value of more than 100,000 yuan (US$15,748) were found between February and August.
Shanghai Post Co said the fake stamps have been a severe disturbance to postal operations and caused damage to the company. The new requirement took effect yesterday.
The crimes also were reported to local police, who are investigating the source of fake stamps and looking for suspects.
"The fake stamps feature a high value and are high-quality imitations of some commemorative stamps. They are often pasted on international parcels that require higher postage," said Kang Xinhua, manager of the company's quality monitoring and inspection department.
In one case, a man who carried fake stamps worth 18,000 yuan to mail international parcels was discovered by a careful postal worker in Putuo District in April.
Kang said the number of fake stamps soared in the past two months and that is why the company decided to designate the 12 post offices, four downtown and eight in the city's suburbs, to collect international parcels using stamps, including those bound for Hong Kong and Macau.
"We want to minimize our damages. These fake stamps are hard to spot with the naked eye and we couldn't risk accepting more fake stamps," Kang told Shanghai Daily yesterday. Kang said the company has ordered machines to check the authenticity of stamps. The machines, like currency detectors, are on the way from Beijing to Shanghai and are expected to arrive by the weekend and be put into use next week.
Before that, senders need to leave their identification information and contacts at the post office in case the stamps are found to be fakes.
According to the Chinese Criminal Law, those who forge and sell fake stamps face jail up to seven years in prison.
