AN Internet cafe in Baoshan District that caught fire on Wednesday was open for business before it had passed fire fighting checks, and the fire was caused by electric failure, officials said. Xue Renqiang, owner of the cafe, is to be detained for 10 days for opening illegally and the cafe fined 50,000 yuan (US$7,734). No one was injured.
