One-stop government platform gets legal backing

AUTHORITIES have rolled out a series of measures to regulate the operation of the one-stop government service platform, which was previously in a legal limbo.

The measures will take effect tomorrow, the city government said.

The one-stop platform, embedded in the city government’s official website, was officially launched on October 17 after a three-month trial operation.

It breaks “walls between government departments” by sharing data, merges public services offered by them and provides a one-portal for people to deal with administrative affairs. It significantly streamlines application and approval procedures.

Individuals and companies now don’t need to pay repeated visits to a range of authorities such as the market watchdog and tax bureau or submit a stack of paper documents to obtain such things as business licenses or social security funds. Instead, they can go through administrative procedures via the platform.

So far, people can deal with 1,046 types of public services via the platform. By the end of this month, 100 percent of public government service affairs will be connected on the platform, said Tang Zhiping, deputy secretary-general of the city government.

He added that since July, 7.44 million individuals have registered on the platform and they had dealt with 3.36 million issues.

However, there had been a lack of regulation related to data collection, recognition of digital stamps and cooperation between different government departments, which had been a major stumbling block in its healthy development.

So, officials drafted measures to regulate the operation of the platform, Tang said.

Under the measures, government departments, public service suppliers and government-funded institutions are required to share information. Shanghai Big Data Center collects, studies and manages data.

The measures also identified that electronic papers and stamps are as legal and valid as the physical ones.

Of most concern to people is the safety of their information.

Measures now specify that authorities should not leak personal information and business secrets.
