Pilots won't have to dodge skyrockets this year
GOOD news for Shanghai pyrotechnics fans: Despite a proliferation of new rules in our increasingly safety-conscious society, the legal fireworks period for this year's Spring Festival will be exactly the same as it was last year.
The only factor mitigating any enthusiasm over the news is that, despite the elaborate regulations Shanghai sets each year for holiday fireworks, few people seem to follow them anyway. But if you were thinking about sending skyrockets into the flight paths of jumbo jets, that definitely won't be allowed.
Just for the record, here are this year's regulations as decreed yesterday by the Shanghai Fire Control Bureau.
Residents are allowed to set off fireworks only from 6pm to 8am for January 25, which is Lunar New Year's Eve, through January 29, when the God of Fortune is welcomed with a sound and fury surely equaling the Big Bang.
A blanket ban remains in the downtown, including on Nanjing Road, Huaihai Road, People's Square, the Lujiazui financial zone in Pudong and Yuyuan Garden.
For the first time this year, only skyrockets that explode less than 60 meters in the air can be used near Pudong International Airport and Hongqiao Airport, says the new rule.
People caught violating the rules face fines ranging from 200 yuan (US$29) to 500 yuan.
During last year's seven-day Spring Festival, there were 28 blazes caused by fireworks, leaving 35 people injured, the bureau said. The number of fires represented a 37 percent drop from the year before.
Authorities confiscated more than 30,000 boxes of illegal fireworks and detained four suspects last year.
Fireworks should be purchased only at stores that have received permits from the Shanghai Fire Control Bureau, the authority said.
Every approved piece of fireworks will carry an electronic anti-counterfeit logo and a printed statement in Chinese that the products were overseen by the Shanghai Commodity and Fireworks Co.
According to city officials, local citizens will again receive rewards for helping police find illicit fireworks by calling the hotline 96119.
