Plan calls for elevator insurance
AUTHORITIES are planning to introduce commercial insurance into public elevator service, similar to that used with ordinary public transport services, to ensure victims in accidents get compensated.
The use of commercial measures will help solve legal disputes over elevators, Huang Xiaolu, director of the Shanghai Quality and Technical Supervision Bureau, said yesterday.
Authorities are also drafting regulations on elevator safety to clarify the responsibility of elevator management entities and strengthen the oversight of old elevators in service for 10 years or more.
Negligence of elevator maintenance, a severe shortage of repair workers, poor technical abilities and vicious competition are blamed for the irregularities in the city's elevator maintenance and repair. The city has 151,000 elevators in use, with around 14,000 used for more than 15 years, but only 300 companies are qualified to do maintenance.
