Residency regulation finalized
THE regulation to allow experienced and highly qualified professionals to make their temporary residence permits permanent has been finalized, city officials said yesterday.
To qualify for permanent residency, applicants should hold a Shanghai Residence Card and might need to live in the city for seven years, said Vice Mayor Hu Yanzhao at a working conference of the Shanghai Human Resources and Social Security Bureau.
The exact period of time has yet to be worked out, Hu added. "The time span of seven years is adopted by many countries in the world," he said.
Residence card holders would have to be local taxpayers and have joined the city's social security program by making contributions to the fund on a monthly or yearly basis.
Other requirements will include professional skills and technical qualifications, a clean credit history and no police records.
The detailed regulation will be announced by the human resources and social security authority by the end of this month, officials said.
The fourth reform of Shanghai's personnel policy of hukou, or permanent residence, is expected to greatly expand the group of people entitled to convert their residence cards to hukou and enjoy the same privileges of education, employment and social services as local residents.
First priorities
In the past, Shanghai introduced strict quotas for such conversions.
"To boost the economy, one of the first priorities of Shanghai is to provide a better environment for talents," Hu said.
The city will also draw up new plans to attract overseas talent as the international financial crisis deepens, officials said.
The Shanghai government is to add one or two overseas liaison offices in Europe to tap overseas talent and introduce them to Shanghai, said Zhou Haiyang, head of the local human resources and social security authority.
Employees with strong technical skills are in short supply, according to Xu Peili with the Shanghai Second Polytechnic University.
"The supply of technicians can only meet 1.9 percent of demand, while the supply of senior technicians is even lower at 0.52 percent," said Xu.
