Shanghai has 81,000 certified foreign workers

CERTIFIED foreign specialists hired by the city to work in state-owned enterprises and organizations numbered about 81,000 at the end of 2011, a 33 percent increase over 2005, said the local labor authority.

Foreign specialists possessing a legal certificate of employment now account for one-sixth of all expatriates in China, said the Shanghai Human Resources and Social Security Bureau.

During the past five years, a total of about 370,000 labor contracts were awarded to foreign professionals by local employers, the bureau said.

Meanwhile, Shanghai remains one of the top cities for career development in the eye of Chinese returning from overseas studies.

The bureau said currently about 95,000 returned Chinese are employed or running their own businesses in Shanghai, 30,000 more than in 2005.

Foreign-educated Chinese have set up more than 4,400 firms in Shanghai involving US$620 million in investment, it added.

The city aims to attract 1,000 more high-end professionals from other countries in the next five years by offering better living conditions, such as more international schools, affordable tuitions and improved visa services.
