Shanghai's non-local population drops for first time in 15 years

THE city’s permanent residential population reached 24.15 million at the end of last year, a decline by 0.4 percent than that in 2014, while the number of the non-locals in the city decreased for the first time in 15 years, the city’s statistical bureau said.
The natural growth rate of the permanent resident population was 2.45 permillage.
About 40.6 percent, or 9.816 million people of the residents, were not registered under local Hukou (household registration), which decreased by 0.5 percent point from 2014. The non-local population in 2015 was 1.5 percent lower than that in 2014, which was 9.96 million.The change in population structure is due to city’s industrial restructuring.
"Last year, we had 27 low-end manufacturing companies in Malu, including furniture (factories), and hazardous substances companies,” Zhu Li, director of Jiading New Town’s Enterprise Service Center told Shanghai Television Station. Jiading New Town is located in suburban Malu Town of Jiading District. “We’ve now introduced more companies like integrated circuit and smart devices makers."
This industrial change also reflected in the population that lived in the area.
According to Chen Qiang, an officer in Baoqiao Village in Malu Town, there was 6,166 non-local residents in the village at the end of 2014. The number declined by about 800 in 2015, many of them working for companies based there.
Also, the demolition of illegal buildings was also one of the reasons for the decline in the non-local population.
"After demolishing 577,000 square meters of illegal structures in Xupu area, we’ve noticed a great decline in non-local residents,” Sun Lin, vice party secretary of Huacao Town, Minhang District told STV. At one time, Xupu had almost 30,000 out-of-city residents but that number has dropped by half.
