A SECOND accident in four days happened at the huge Baosteel plant in north Shanghai when an explosion in the wee hours of yesterday injured four workers, one critically. The company made no announcement about the incident. On Monday, two Baosteel workers were killed and another 13 injured when a ladle furnace toppled. The furnace spilled molten iron as hot as 1,600 degrees Celsius.
