A MAN has been detained by Hongkou District police for damaging vehicle tires with small blades he placed on Zhoujiazui Road and Haining Road so he could sell tires to the victims, police officials said yesterday.
The man surnamed Wang was caught by police on December 10 and detained for vandalism.
