City cracks down on unlicensed education centers
MORE than 500 educational training organizations without business licenses and qualification certificates are being closed, the city government’s information office said yesterday.
The office said the Shanghai Education Commission had inspected nearly 7,000 educational training organizations in the city recently and found only a quarter were running with all necessary licenses and certificates.
More than 1,300 were found running without licenses and certificates. Among them, 502 were offering training related to courses in primary and middle schools.
The vast majority of the organizations had business licenses but no qualification certificates for educational training, the commission said.
Industry and commerce departments and education bureaus in districts all over the city had publicized the conditions for such organizations to rectify their problems.
They were told to stop recruiting students and reduce their size; withdraw advertisements related to educational training; continue serving current students according to contracts, but take on no new contracts; and rectify problems in teaching content, staff qualifications and safety on site.
The education commission also said organizations must refund students if they could not find qualified agencies to finish their remaining classes.
Shanghai will improve controls of educational training, enhancing examination, approval and supervision for organizations.
It will also work out qualification standards, including operational conditions, teachers’ qualifications, standards for venues, teaching materials and advertisements.
