HR companies short of certified staff
While human resources companies are expanding rapidly to meet the market demand, they lack of qualified employees, according to the 2010 White Paper for Human Resources Service Industry in China.
The White Paper, jointly compiled by Peking University and Shanghai Foreign Services Co Ltd, said that 88 percent of the 50 major HR service companies in Shanghai expect a headcount increase in the next three years due to business expansion.
The figure is 8 percentage points higher than that of 2009, the report said.
However, HR companies are experiencing a shortage of employees who possess the National Human Resource Management Certificate, a professional license for HR practitioners.
About 17 percent of the HR agencies in the city admitted that less than one-tenth of their staff hold a professional qualification certificate, 7 percentage points more than that in the previous year.
The white paper on HR service industry has been issued every year since 2007.
