THE Shanghai Education Commission yesterday called a stop to the "Star English" test centers set up in three local kindergartens. The authorities said they want to reduce the academic burden on students. Officials reiterated that elementary and secondary schools should not make exam certificates a factor when choosing students. Violators will be ordered to admit 30 percent fewer students.
