Residence Cards Open To More People

COLLEGE graduates working in key sectors can apply for a special Shanghai residence card, which entitles them to purchase houses, the Shanghai Human Resources and Social Security Bureau announced yesterday.
In the past, the application was open only to university graduates, who have at least a four-year degree.
Non-locals who have certain national technician certificates are also allowed to apply for the residence card.
If they pass the evaluation, they can enjoy most benefits available to Shanghai citizens with permanent residence permits, or hukou.
