Polluters face much harsher penalties next month
THE maximum penalties for pollution are to be raised tenfold to 1 million yuan (US$150,000), according to the amended environmental protection rules to take effect from October 1.
Listed violations involve five areas — construction projects, air and water pollution, solid waste and radiation.
After the amendment, 91 articles were covered by the regulations, up from 60 previously, and much of the content concerning violations has been revised, officials said, emphasizing the amended rules would introduce stricter penalties and invoke more measures to curb pollution at source.
“One of the major difficulties in environmental protection is that the price of violation is too low, while the law enforcement institutions do not have enough support in practice,” Chen Yin, the city’s deputy mayor said.
For the most severe violations, law enforcement authorities will be entitled to force the involved companies to suspend operation for rectification. The rules also specify that law enforcement officials can close down companies or cut their electricity supply if they ignore orders.
Two chapters are added to the rules, which are “Green Development,” and “Information Release and Public Involvement.” The former aims to encourage companies and residents to transform production methods and lifestyles to curb pollution at source. The latter chapter requires major polluters such as steel and petrochemical enterprises to release their pollution figures regularly.
Officials added some supporting measures to better enforce the rules had been issued, such as regulations about environmental monitoring.
Other detailed measures were still under discussion, but are expected to be issued by the end of the year.
