SHANGHAI maritime authorities yesterday set up a new emergency-response base in city's fast-growing Yangshan Deep-water Port area, off the East China Sea.
A patrol boat, fastest in the city so far, will cut the emergency response time to 30 minutes from the current two hours, officials said.
