SHANGHAI has delivered a free contraceptive service and consultation network to migrant workers, which reached 5.42 million last year. The cost for migrant women to deliver a child in Shanghai is set to below 800 yuan (US$120), much lower than the 3,000 yuan charged to local residents on average. Some districts started to offer 300 yuan bonus for migrant women obeying family planning laws, said the Shanghai Family and Population Planning Commission yesterday.
