Shh! Keep it down near parks, hospitals

THE use of musical instruments and audio equipment will be banned in parks and other public venues near residential areas, hospitals and scientific institutes to reduce noise complaints.

The ban starts tomorrow and will be in effect daily from 10pm to 6am.

Audio equipment with speakers will be prohibited all day at such venues except for government approved entertainment performances.

Noise from interior decorating in residential buildings is banned from 6pm to 8am on regular days and all day on public holidays. Violators can be fined up to 500 yuan (US$79.4) by police if they disturb others, according to the new noise pollution prevention and control rule.

Noise covers one third of the complaints received by the Shanghai Environmental Protection Bureau each year.

The bureau also said noise complaints increase in the summer, covering half of the grievances the bureau receives from residents in downtown areas.

Bureau officials said residents mostly complain about noise created by loud music, interior decorating and stores using audio speakers for sales promotions.
