'Annoying' video ads may be banned from taxis
VIDEO advertising may be banned from taxis as part of a city government clampdown on outdoor advertising.
Taxi passengers have been complaining about the video commercials, displayed on a screen on the back of the headrest of the front passenger seat.
The service was introduced by some taxi companies in the past couple of years. But many passengers have complained about the nuisance caused by the advertising.
The service is to be strictly regulated and may even be removed in future, government officials with the headquarters for the World Expo environment improvement campaign said yesterday.
The local government said earlier this month that it was to step up the regulation of outdoor and mobile advertisements and endorsed a series of new rules. Taxis, as one of the vehicles allowed to carry commercials, must have advertisements managed in line with technical standards, said the new rules.
Violators face a penalty of between 2,000 (US$292) and 20,000 yuan.
Officials said more detailed legislation governing taxi commercials would be released soon.
"The video commercials are very likely to be banned under new rules," said a source. The banning may lead to a compensation issue as the taxi companies are showing the video advertisement on the cars based on contracts signed with advertising distributors.
Hu Guang, a local lawyer and a member of the Shanghai Committee of the Chinese People's Political Consultative Conference, told yesterday's session: "Consumers have the right to choose the content of service." At present they were forced to watch, he said. The screens were very close and the content was especially bright at night.
"I have heard many taxi passengers complain that they are robbed of a moment of peace by the visual pollution and noise," he said.
