City expected to launch tax refund policy on purchases by overseas tourists
OVERSEAS tourists who spend more than 500 yuan (US$80.64) at designated shops in Shanghai are expected to get a tax refund, officials revealed today.
Authorities have started working on eligible shops. The goal is to make the city among the first in China to offer tax refunds to overseas tourists following a trial in Hainan Province, according to Jin Weimin, deputy director of the Shanghai Finance Bureau.
A timetable for the policy’s launch wasn’t given as local authorities are still waiting for the release of detailed plans from the Ministry of Finance, Jin said.
The tax refund will likely be 11 percent, Jin added.
In August, the State Council issued guidelines to promote tourism industry reform, stating a tax refund for overseas travelers trialed in Hainan would be expanded nationwide.
Foreigners and people from Hong Kong, Macau and Taiwan who live in China no more than 183 consecutive days and whose purchases reach a certain amount at a designated will be eligible for the refund if they leave China within 90 days after buying the goods, according to the guidelines.
