City legislators aim to ban smoking at all indoor public venues

LOCAL hotels, restaurants, offices and airports will have to close down their smoking rooms and violators will face a fine up to 30,000 yuan, according to a draft regulation submitted to the city’s legislative body today.

The draft amendment bill of the city’s smoking control regulation for public venues plans to ban all indoor smoking at public venues, workplaces and public transportation tools.

Smoking will also be banned at some additional outdoor areas such as sports venues, protected historic buildings and waiting areas for public transportations. Currently, there are 13 public areas where smoking is banned, including primary schools, kindergartens and children’s hospitals.

The draft amendment bill has been submitted to the legislative body and is canvassing opinions from various government agencies. If approved, it could be passed into a law by the end of this year.

The airport authority is planning to remove the designated smoking areas at Hongqiao and Pudong international airports, said He Jijun, an official with Shanghai Airport Authority.

Smokers can only light up at designated outdoor smoking areas, according to the amendment bill.

Those who caught smoking at banned areas will be fined between 50 to 200 yuan.
