Drivers evade parking fees

MORE than 20 percent of local drivers evaded parking meter fees after self-service fee collection machine were first put into use in Shanghai in 2005, forcing traffic authority to use more machines where cards can be swiped to collect fees.
The city has 232 individual parking space meters on 36 roads downtown.
There also are 127 electronic swipe machines for 1,341 spaces.
