Power plant fined for black smoke

THE Shanghai Zhabei Power Plant in Yangpu District has been fined 40,000 yuan (US$6,500) for illegal emissions following repeated complaints from local residents.
The black smoke expelled by the plant breached permitted standards, the Shanghai Environmental Protection Bureau said yesterday.
Under current regulations, such an offense is punishable with a fine of between 10,000 and 50,000 yuan, it said.
Residents of the neighboring New Jiangwan Town community, which is located just 200 meters from the plant, began complaining in early November about the strange-smelling smoke that billowed from its chimneys at night.
Affiliated to the Shanghai Electric Power Co, Shanghai Zhabei, on Jungong Road, is a coal-fired plant that dates back more than a century.
The environmental protection bureau told residents of New Jiangwan Town that the company has been ordered to upgrade its facilities so as to run on gas instead of coal.
It did not say, however, when the renovation work will be undertaken.
The Shanghai government in October introduced new rules on air pollution, which allow officials to punish companies for emitting black smoke regardless of whether it is actually harmful.
Also under the new rules, companies that emit pollutants without a license can be fined between 50,000 yuan and 500,000 yuan.
