Taxi company hit for bad driving

ONE of Shanghai’s smallest taxi firms has become the first to be punished under new rules designed to clamp down on traffic violations by the city’s cabbies.

Under regulations introduced at the start of the year, if more than 4 percent of a firm’s drivers commit a traffic violation within a single month, 10 percent of its total fleet will be forced to cease operating for seven days.

In January, Shanghai Sanxiang Hotel Taxi Co had a “violation rate” of 8 percent and will therefore be punished with a weeklong ban, the Shanghai Traffic Law Enforcement Team said yesterday.

The team did not provide absolute figures, but its spokesman Chen Zhaohui said that one of the offenses committed by a Sanxiang Taxi driver was to allow his vehicle to be driven by a friend who was not a licensed cabby.

“It’s a small company with only a few dozen cars. Therefore, just one or two cases will have a big impact on the company’s violation rate,” Chen told Shanghai Daily.

By comparison, the city’s largest taxi companies could effectively register dozens of offenses every month without ever breaching the 4 percent ceiling.

As well as the punishment handed down to Sanxiang Taxi, the offending driver had his license suspended for 15 days and was ordered to attend a retraining course.

His friend was fined 2,000 yuan (US$320).

The law enforcement team said it will monitor GPS data to ensure the suspended cabs are not used during the penalty period.

It did not say how many of Sanxiang Taxi’s cars would be off the road during the ban.

As well as being punished for its performance in January, Chen said that Sanxiang Taxi also breached the 4 percent ceiling in March, and will soon be issued with a second penalty.

The law enforcement team will also discuss the matter with the taxi company’s management, he said.
