13 charged over 4m yuan graft
A TOTAL of 13 employees with a state owned enterprise were charged with embezzling of more than 4 million yuan funds (US$644,000), prosecutors said yesterday.
Putuo District prosecutors office announced that the 13th person involved in the case, surnamed Lu, was prosecuted yesterday.
This is the final prosecution in a two-year operation involving the enterprise. Neither its name nor business were revealed.
Prosecutors said the three main figures involved had already been tried and found guilty, receiving sentences of up to nine years in jail.
It was not stated whether the others charged have yet stood trial.
Prosecutors said the chief culprit, Yao Hui, 32, was appointed as a department manager of the enterprise’s Shanghai branch four years ago.
He embezzled 800,000 yuan from company funds between December 2010 and March 2011 under the guise of fictitious company events.
The cash was used to buy two BMW cars, prosecutors said.
He then used the same method to embezzle another 1.74 million yuan between March and December in 2012.
Yao was caught last year but only admitted to taking the cash spent on the cars.
Creating bogus events and colluding with contractors to inflate tender bids to syphon off cash was a “standard practice,” Yao said.
Officers then questioned Yao’s subordinates Bai Tao and Shen Qiuyan, who both denied any involvement in the fraud.
Police found nothing incriminating on Bai’s cellphone records, but then had a breakthrough when they looked at the records of his WeChat cellphone instant messaging account.
Records showed the pair discussing the case and deciding to lay the blame on Yao.
Police later recovered data that had been deleted from Shen’s computer, which became important evidence used to convict the three in court.
