20,500 couples get the nod for 2nd child
SHANGHAI has approved 20,500 couples with one spouse from one-child family to have a second child.
The figures are until the end of March, a year after the city eased its one-child policy, officials from Shanghai Health and Family Planning Commission said yesterday.
There are 370,000 couples eligible to have a second child with authorities expecting 20,000 to 30,000 newborns annually.
The current application number is in line with the government’s expectation.
Shen Xiaochu, the commission’s director, said Shanghai will explain the new policy to more eligible couples.
“Though the birth rate in Shanghai is still low, the overall quantity of newborn is large,” Shen said.
“Over 211,700 children were born in Shanghai in 2013. Last year, there were 237,200 newborns including 118,000 from registered residents and 119,200 from migrant people.
“This year’s birth number is estimated between 230,000 to 240,000,” Shen said.
Shanghai has 3,525 obstetrics beds, which are able to handle 250,000 birth a year.
