28m yuan graft boss jailed for life
THE former deputy Party Secretary of Meilong Town, Minhang District, was yesterday jailed for life for corruption, bribe taking and embezzlement totalling more than 28 million yuan (US$4.45 million).
Wu Shundi, 62, grafted more than 3.8 million yuan in public assets, embezzled 6.97 million yuan in public funds and accepted 18.36 millions yuan in bribes, the Shanghai No.1 Intermediate People's Court heard.
Wu was a city-level model worker and Party Secretary of Longxing Village in the town.
He was also board chairman and general manager of Shanghai Longxing (Group) Co Ltd, a village-owned company, Shanghai Huaxing Industrial Co Ltd and Shanghai Dianju Industrial Co Ltd, Wu's private company.
Prosecutors said Wu hid more than 3 million yuan worth public assets by pretending to pay fake fees - including utility bills, rentals, greenery fees and employee bonuses - when Longxing was being converted from state to private ownership in 2003.
Wu shared more than 2 million yuan with partners and lavished his portion on personal expenses, the court heard.
In 2002, Wu invested in a real estate company and used his power to help the company develop village-owned land and build a hotel in the town.
The next year he embezzled 6.97 million yuan which he spent on company operations.
Between September 2004 and October 2006, Wu took more than 7 million yuan from a total investment return of 17.5 million yuan from Dou Changyan, a real estate developer.
Dou also gave Wu a bribe worth 865,000 yuan, prosecutors said.
Prosecutors began receiving complaints from villagers about Wu's activities at the end of 2007.
He was arrested in October 2010 during investigations into corruption in the real estate industry. This followed the collapse of a 13-story building in Meilong Town when Wu was deputy party secretary.
