4 held on dumping toxic waste in Wuxi

FOUR men have been arrested over the dumping of thousands of tonnes of Shanghai waste, including toxic material, in neighboring city Wuxi, China’s supreme procuratorate said yesterday.

Toxic heavy metals were found among material dumped on riverbanks in the Jiangsu Province city.

The suspects face environmental pollution charges.

According to prosecutors, in March, Xu Guoqiang, who works in garbage processing and transporting in Shanghai, signed a deal with Xu Biao, owner of a fleet of vessels.

Xu Guoqiang is said to have offered the fleet boss 70 yuan (US$11) per ton to ship waste, even though he knew Xu Biao was unlicensed to do this.

Xu Biao and other two suspects, Cui Mingrong and Xu Jinfa, found suitable riverside land in Huishan District in Wuxi, it is claimed.

Acting on a tip-off on June 14, police found thousands of tonnes of unprocessed waste dumped, while another 1,750 tonnes were seized from four ships.

It will cost millions of yuan to clean up the area, which is polluted with toxic heavy metals such as lead and cadmium, the procuratorate said.

The illegal waste dumping was first reported by Jiangsu media in May after a whistleblower reported ships dumping acrid-smelling waste at night.

Local radio reporters found waste dumped in a 200-square-meter riverside area at Huaqi Village.

Liquid leaching from the waste had turned nearby ponds red, they found. However, at that time, local police and the authorities took no action.
