5 detained over overloaded truck as rush-hour mayhem hits commuters

FIVE people have been detained for alleged traffic offenses after an accident that damaged the Middle Ring Road on Monday morning.
An overloaded trailer truck overturned and severely damaged a section of the road, which it was travelling on illegally, city police said yesterday.
The detained suspects, all from Shanghai Jianjing Logistics Co, are Li Jiada, the driver of the vehicle; Li Xingquan, the driver of another overloaded vehicle transporting the same cargo; a man surnamed Zhao, who allegedly sent them on the job; a man surnamed Guo, who allegedly ordered them to take the illegal route; and a man surnamed Zou, the director of the company.
The drivers of another two overloaded trucks from the same company, who were not among the detained, also illegally used the Middle Ring Road but were stopped by police some 800 meters away from the scene after the accident took place, according to officers.
Off limits to traffic
By yesterday afternoon, traffic had returned to normal on most roads affected by the accident, but the inner circle of the Middle Ring Road was still off limits to traffic from the S5 Shanghai-Jiading Highway to the North-South Elevated Road.
Meanwhile, Shanghai Road Administration Bureau said it’s maintenance team was working around the clock to get traffic moving again on the Middle Ring Road.
By early yesterday morning, the vehicle involved in the accident had been towed away from the scene and its cargo had been removed.
During morning rush hours yesterday, the S5 Shanghai-Jiading Highway, G2 Shanghai-Beijing Highway and G50 Shanghai-Chongqing Highway were heavily congested until 10am, and streets including Zhenbei Road, Hutai Road and Wenshui Road also experienced heavy traffic pressure.
Many commuters chose to take the Metro instead of driving yesterday morning to avoid anticipated congestion on parts of the Middle Ring Road.
By 9am about 7,700 more passengers took Metro Line 7 than during the morning rush hours last Tuesday, a 4.6 percent increase, the city’s Metro authority said.
To handle the large passenger numbers, eight more trains were added to transport commuters on Line 7 going in the direction of Pudong.
Shanghai Traffic Police said over 300 police officers from Baoshan, Jing’an, Putuo and Jiading districts were deployed to affected areas to ensure traffic order and safety.
