500 seniors apply to join pilot scheme

MORE than 500 senior residents living in Xuhui, Putuo and Jinshan districts have applied to join a pilot insurance program for senior citizens needing long-term nursing.

The program was launched this month in the three districts.

Shanghai Human Resources and Social Security Bureau said that the applicants were now receiving assessments on their health conditions and self-care abilities to decide which levels of nursing services they needed.

Those rated from second to sixth grades would enjoy services from designated hospitals, nursing institutions and community-based day care centers and have 85 to 90 percent of the costs paid by the insurance fund.

“We will evaluate the trial results and improve related policies and measures if necessary, and plan to expand the program citywide in one year,” said Li Jianmei, an official from the medical insurance division of the bureau.

“We are also cultivating the assessment staff and nursing team to meet the increasing demand when the program is expanded,” she added.

Shanghai is one of the 15 cities authorized by the Ministry of Human Resources and Social Security to pilot the long-term nursing insurance, said Zheng Shuzhong, deputy director of the Shanghai Human Resources and Social Security Bureau.

There are more than 4.3 million citizens aged over 60 in Shanghai, or 30 percent of the population with permanent residence permits known as hukou, and 7 percent of the senior citizens have partly or completely lost the ability to care for themselves and need long-term nursing service.

According to Shanghai’s pilot scheme, residents, aged 60 or more and covered by the public social security and medical insurance programs, are eligible to apply for the new insurance program if they live in the three districts, whether in private residences or nursing homes.

When placed on the program, older people in hospitals will have their nursing fees at hospital paid for according to the basic medical insurance system, while those living in private residences or nursing homes are currently covered for 40 types of services, such as face washing and bathing.
