Abandoned pier made off-limits to ships after residents complain
AN abandoned pier in Xuhui District’s Binjiang area has been declared off-limits to maritime traffic because residents have complained that ships docking there have made the area an unpleasant place to live, authorities in Xuhui said yesterday, adding that it will be turned into a recreational public dock.
Residents said diesel-powered ships docking at the pier in violation of local regulations were extremely noisy and smelly, and that crewmen regularly dumped garbage and used oil into the Huangpu River.
The dock at Longteng Avenue and Longyao Road was owned by a fireproofing material factory until it relocated to make way for Binjiang’s development.
Abandoned for the past eight years, it has attracted dozens of sand-dredge and waste-soil ships because docking there is free, Shanghai Television Station reported.
"The air smelled smoky once the diesel engines started up,” a resident told the station.
Another complained about the noise.
"These engines are used in both summer and winter for air conditioning and heating, and they are very loud,” he said.
Residents had been complaining to various government departments for months, but no official action was taken.
Shanghai Maritime Safety Administration told them it was only responsible for the ships themselves, the city’s transport commission insisted it was not in charge of unlicensed piers, and Shanghai Binjiang Development and Investment Construction Co and Xi'an Development Co Ltd said the pier was outside their area of responsibility.
However, at the behest of the state corporation West Bund, which was deemed by officials to be responsible for the pier, several government departments conducted a joint crackdown on Wednesday night, forcing the ships docked there to relocate.
A 24-hour patrol will be conducted to ensure the ships do not come back, Wang Zhuojun, a Xuhui District Government official, told Shanghai Daily.
Construction work to turn the pier into a recreational public dock will start at the end of this year and should be completed by the end of 2017, according to Wang.
