Accused of hiding drug ingredients

A man has been arrested for attempting to export 32 kilograms of a cold drug ingredient that is capable of being chemically reduced to make methamphetamine, Minhang District People’s Procuratorate announced.

Prosecutors said the suspect, identified as Jiang Da, who had heavy gambling debts, was in league with a drug smuggler, whom he knew from a karaoke venue in Fujian Province.

Jiang was accused of hiding about 12 kilograms of ephedrine, the key ingredient in making methamphetamine, into 310 kitchen scourers packed in three boxes on August 10.

The boxes were delivered to a Shanghai-based customs broker who was paid to help with the required customs declaration, prosecutors said.

The boxes were to have been exported to Australia, but suspect white powder was discovered during a check. Police were called by the company concerned and tests showed that ephedrine had been placed in the boxes, according to prosecutors.

On August 27, Jiang was accused of trying to export a further four boxes, disguising them as fishing tackle containers, to Laos, via Shanghai.

These boxes were temporarily stored in a warehouse in Minhang, which was busted by police in September. Two boxes were discovered to contain 22 bags of ephedrine weighing about 20 kilograms, prosecutors said. All the ephedrine has been confiscated.

Jiang was caught in Fujian on September 26. Prosecutors said he was arrested for transporting and smuggling drug ingredients.
