Alterations to historic Huangpu flat halted
A flat owner accused of making illegal alterations to a renowned and protected building in Huangpu District has been ordered to halt operations.
The building’s property management company said it will work with local historical cultural area and building protection committee to try to make good to the damage caused.
The three-floor building, located in the Hua Yuan Fang residential complex on Ruijin No. 2 Road, has seen numerous celebrities in its time — such as the writers Huang Yuan, Cao Juren and Xu Maoyong, the painter Guan Liang and composer Huang Zi.
The complex, consisting of townhouses, was built in 1928 and was listed as an outstanding historical building complex in Shanghai last month.
The owner of the flat on the third floor of No. 22 building is accused of building an illegal structure on the balcony and opening skylights on the roof. Ceiling beams were also reported to have been demolished inside the flat.
According to the property management company, the urban management authority has already issued a document to halt the illegal construction. The company said it now checks daily that construction work hasn’t been resumed and added it will cooperate with local urban management and historical cultural area and building protection authorities.
The Shanghai Daily can confirm that the roof of No. 22 building now has two skylights.
An executive at the property management company, surnamed Zhou, said the flat owner is an elderly woman. He added that despite the company publicizing historical building protection information, “it seems that there are still some people didn’t take it very seriously.”
Zhou said the urban management and historical cultural area and building protection authorities, neighborhood committee and the management firm are all working together on this matter and will be organizing a meeting with the flat owner.
