Catchment price curb extended

A SCHOOLS admissions policy aimed at curbing soaring house prices in popular catchment areas is to be extended, education chiefs said yesterday.

The policy limits admission into public primary schools to the children of one family in an apartment over a five-year period.

So if a family with children at the school move out within that period — the children often remain pupils at the school — and another family move in, the second family’s children are not eligible for a place at the school.

This was introduced in Jing’an District last year, and will now be extended to Hongkou, Zhabei and Baoshan districts.

This is intended to curb the trade in often shabby apartments that fetch high prices simply due to their location.

Shanghai preschoolers go to government primary schools near their residential addresses on their hukou — permanent residence permit. To get their children into schools with the best reputation, many families bought apartments nearby. They later sold the property to families with children.

A high-turnover sent the prices of xue qu fang — apartments near schools — rocketing, especially in downtown.

“Parents should be rational in school enrollment and there is no need to reject nearby schools which are both convenient for parents and good for children’s healthy growth,” said Su Ming, director of the Shanghai Education Commission, speaking on local radio yesterday.

“Newly added schools in Shanghai can satisfy demand and overall, the city’s education quality can be guaranteed.”

Su said the commission is trying various measures to balance the allocation of good education resources.

Policies implemented have to an extent reduced speculation and ensured fairness in enrollment, said officials.

“Some parents complained about difficulties of school enrollment, when actually they were too picky in school selection,” Su said.
