City to factor in credit history for job appointments, decisions
SHANGHAI’S legislative body yesterday held a forum to solicit opinions from government officials and experts for the city’s first credit law, which will be evaluated by local legislators from next month.
The draft of the Shanghai Social Credit Regulation stipulated local government bodies should check the credit records of individuals and companies before issuing various certificates or inviting bids, as well as recruiting, awarding or promoting government officials.
The regulation is expected to be approved by the Shanghai People’s Congress before June and makes Shanghai the first city to have such credit legislation, said Shao Zhiqing, vice director of the Shanghai Economy and Information Technology Development Commission.
Credit records will also be taken into account when the authorities should carry out inspections, random checks and it sets punishments, the draft said.
The credit record will influence applications for local residence permits and hukou, the city’s household registration.
Those with good credit records can get priority during various applications. The application process will be simplified. It will also be easier for them to receive financial or other support from the government.
However, those with poor credit histories will become major targets for inspections and have government support limited, along with other punishments, according to the draft bill.
It also stipulated violations on food and drug safety, environmental protection, construction quality, production safety, as well as fire safety and other activities threatening public health and safety will be deemed as “serious credit losses.”
Offenders will be banned from industries as well as limited on financial activities.
