ABOUT 20 percent of children's clothes failed local consumers' rights watchdogs' quality tests, officials said yesterday.
The Shanghai Commission of Consumers' Rights and Interests Protection said it recently tested 38 samples of clothes, of which eight were found to have quality problems.
