Complaints of fully decorated apartments on rise

A LACK of regulations on the quality of fully decorated apartments has led to a surge in complaints, the city’s consumer rights protection commission said yesterday.

Fully decorated apartments saves time in interior decoration, but quality problems are becoming frequent. They range from water leak, color difference to cracks on the walls, floor splicing gap and poorly pasted tiles, said Bian Fukang, a consultant with the home decoration office of the commission.

“The root cause is that there is no law on the assessment of decoration quality on fully decorated houses and no effective supervision and management system as well,” Bian said.

The decoration clause is usually mentioned in the attachment of the property purchase contract, but its content is simple, without mentioning the brand and materials, he said.

Bian said in some cases, vague expressions like “high-end and imported” is used to describe the decoration materials, which gives developers a chance to cheat consumers.

The responsibility of the real estate developer and constructor is vague in the contract as well, making it difficult for consumers to safeguard their rights.

Bian said regulations and introducing third-party institute to assess the quality of fully-decorated apartments can help solve the problem.

There should also be a single contract regarding interior decoration part, instead of a simple attachment, he said.

A consumer surnamed Wu who spent about 3.1 million yuan (US$500,000) buying an apartment on Gulang Road in Putuo District complained about water leakage in the toilet and balcony, Xinmin Evening News reported.

He bought the fully decorated apartment for his daughter in November.

The water leakage had forced his daughter and her husband to move to Wu’s apartment.
