Con artists use ‘tuition refund’ ploy to commit telecom fraud
CON artists are taking the advantage of the new academic term to commit telecom fraud by pretending to be staff of the Education Bureau or the Financial Bureau, claiming a refund of tuition fees is available, according to the police.
One of the cons is to send a text message saying that a refund is due and directing the person to an ATM to receive it. They are asked to call and directed to use an English-language screen on the ATM machine, then tricked into sending money to the criminals, police said. Similar cons are taking place nationwide.
Shanghai police officer Huang Yi, interviewed by the Shanghai Morning Post, said the summer and winter vacation, or at the beginning of new school terms, are peak times for telecom fraud. Con artists use phrases such as “today is the deadline” to instill a sense of urgency among victims. Some fraudsters even have student information including their names, school names, and parents’ mobile phone numbers, which further earns the trust of students and parents.
In a recent case, a student in Huai’an in Jiangsu Province surnamed Meng lost 1,800 yuan (US$297) in such a fraud, according to the police.
