Courier loses license over ‘toxic’ package
A SHANGHAI-based courier firm that shipped a package that leaked a toxic chemical, causing 23 people to fall sick, has had its business license revoked.
Shanghai Lu’an Express, a subsidiary of YTO Express, was penalized for failing to comply with the administrative procedures relating to the carriage of packages containing potentially hazardous chemicals, the city’s postal administration said yesterday.
As well as the company losing its license, the legal person of Shanghai Lu’an Express has been banned for life from registering a delivery firm and the trade name must never be used again, it said.
According to the general manager of the distribution center in Xi’an, north China’s Shaanxi Province, to which the package was shipped and where people fell ill, the parcel contained cyanoacetic ester.
“The chemical itself is not on the forbidden list, but the courier company should have asked the sender to provide documentation about it,” an official from the postal administration, surnamed Zheng, told Shanghai Daily yesterday.
“Some chemicals can be very unstable ... and this should be made clear in the supporting paperwork,” he said.
Courier firms should refuse to carry packages unless they are provided with the necessary documentation, Zheng said.
“The postal administration does not have any jurisdiction over the sender,” he said.
As well as failing to acquire the correct papers, the courier company was remiss in not checking the integrity of the package before allowing it to be shipped, he said.
The parcel’s sender was Shanghai Carlow Chemical Co, which is one of YTO’s biggest clients, Zheng said.
Calls made by Shanghai Daily to Carlow went unanswered yesterday.
A press officer for YTO, told Shanghai Daily earlier that Carlow was under investigation by Shanghai police and the postal authority.
This claim, however, has not been substantiated.
A total of 23 people who work at a distribution center fell sick last Friday after coming into contact with the package sent from Shanghai.
