Court hears from social worker

A SOCIAL worker from a community service center was invited to present an investigation report on a juvenile suspect’s social background during his trial at the Pudong New Area People’s Court.

The report was the first of its kind to be read at the Pudong court, it said yesterday.

The report, by social worker Chen Linye, included things such as the juvenile offender’s background, the events surrounding the crime with which he was charged and his behavior after the event.

“The main purpose of our sentencing is to educate the teens and not punish them too heavily,” said Shan Yuchi, the chief judge in the case.

According to the court, Chen is one of its “social investigators” from social research centers who participate in juvenile trials.

The 16-year-old offender Chen investigated was charged with vandalizing several cars with a piece of metal wire last September.

On the night of the incident, the suspect, surnamed Fu, had been drinking alcohol and had had a fight with a friend.

According to Chen’s report, Fu is from a broken family in neighboring Jiangsu Province and was raised by his grandparents.

After leaving school, the boy moved to Shanghai where he knew his father to be working. His father, however, wanted little to do with Fu, the report said.

“Fu is an introvert who lacks his father’s care,” it said.

“His father is always busy with his work,” Chen said. “Fu was greatly hurt after his grandparents died.”

After Chen spoke to Fu’s father, he promised to pay more attention to Fu and said he had found him a job as an apprentice to a barber.

Fu was given a four-month detention.

“Fu is not a bad boy. He just needs love and care,” Chen told Shanghai Daily.

“He told the court he quit school because no one cared if he did well or not,” she said.
