Court metes 11 years to Putuo ex-office director
THE former office director of the Putuo District government was sentenced to 11 years in prison yesterday for accepting bribes of 720,000 yuan (US$105,400).
The Shanghai No. 2 Intermediate People's Court also ordered 100,000 yuan confiscated from Yin Kunneng's personal property.
The court said it decided on a relatively light punishment for Yin, 55, of Anhui Province, due to his family's return of the bribes and "good attitude."
Former Putuo District Director Cai Zhiqiang, for whose private companies Yin served as a go-between, was sentenced to 14 years in prison earlier this month for accepting 2.84 million yuan in bribes.
Yin took advantage of his government positions to help private company owners gain profits from 2005 to 2009, the court determined.
The company owners organized gambling parties and dinner appointments for Cai and Yin and presented them with cash in the name of "activity fees," the court heard.
"I know they wanted to keep good relationships with us. They thought I was a trusted subordinate of the district director and I failed to resist the temptation," Yin told the court at the hearing.
Of the four bribes tied to Yin, three were connected to Cai's corruption case.
Yin helped three company owners obtain Cai's approval of tax rebates, property certificates for booths of a department store building and a library construction project. He helped another businessman rent a man-made island.
Yin's lawyer argued that Yin deserved leniency because he returned 500,000 yuan to one of the businessmen, but the court said Yin had just tried to hide the bribe after Cai was investigated and didn't confess to the bribery until the judicial department mustered strong evidence.
